State Department of Transportation Announces Completion of $11.3 Million Project to Repair Concrete Pavement on Cross Bronx and Brooklyn-Queens Expressways

Restored Highway Sections in Bronx, Brooklyn, and Queens Enhance Safety and Provide Smoother Rides

New York State Department of Transportation Commissioner Marie Therese Dominguez today announced the completion of an $11.3 million project that restored key sections of concrete pavement along the Cross Bronx Expressway (Interstate 95) and the Brooklyn-Queens Expressway (Interstate 278). The project rehabilitated the road surface on eight exit or entrance ramps in the Bronx and an additional ramp and mainline highway section along the BQE, enhancing safety and providing improved mobility and smoother rides for travelers on two of New York City’s busiest arteries.

“Thanks to Governor Hochul’s leadership, we are working day and night to improve the lives of New Yorkers by providing better roads and safer, less stressful commutes,” Commissioner Dominquez said. “This concrete preservation project will improve conditions on two critically important highways improving the flow of people and goods in New York City.

The comprehensive project, which began in the spring of 2024, addressed pavement deterioration caused by years of heavy traffic loads and severe weather. Cracks and other structural deficiencies in the concrete surfaces were repaired, while, in other areas, new, precast concrete panels were installed to expedite work and minimize traffic disruptions. Additional work included the resealing or replacement of joints to prevent water intrusion, drainage upgrades to help prevent flooding and the resurfacing of roadway shoulders. Work took place at the following locations:

The Bronx

• Southbound Cross Bronx Expressway exit ramp to Westchester Avenue
• Southbound Cross Bronx Expressway entrance ramp from Rosedale Avenue
• Southbound Cross Bronx Expressway entrance ramp from Webster Avenue
• Northbound Cross Bronx Expressway exit ramp to Jerome Avenue
• Northbound Cross Bronx Expressway entrance ramp from Jerome Avenue
• Northbound Cross Bronx Expressway exit ramp to Webster Avenue
• Northbound Cross Bronx Expressway entrance ramp from Webster Avenue
• Northbound Cross Bronx Expressway exit ramp to Castle Hill Avenue

Brooklyn

• Eastbound Brooklyn-Queens Expressway from Atlantic Avenue to Hamilton Avenue (left lane)

Queens

• Westbound Brooklyn-Queens Expressway entrance ramp from Astoria Boulevard

State Senator Gustavo Rivera said, “I am thrilled that repairs along the Cross Bronx Expressway were completed to address the infrastructure failures we face when the City is dealt with more frequent flash flooding and inclement weather. Addressing structural deficiencies is a step in the right direction. Thanks to Governor Hochul’s investment in this project, parts of the Cross Bronx Expressway will be able to withstand many more years of wear and tear. I hope this is the beginning of future-focused structural enhancements that acknowledge the realities of the climate crisis and environmental injustice.”

State Senator Nathalia Fernandez said, “Anyone who has traveled the Cross Bronx knows how badly this roadway has needed sustained attention. For generations, this highway has carried an enormous burden for our borough, both physically and historically, so every serious investment in repairing it matters. I am glad to see these improvements completed, and I hope they mark the beginning of a broader commitment to giving the Bronx the safer, more reliable infrastructure our communities deserve.”

Assemblymember Karines Reyes said, “I want to thank Governor Hochul and the Department of Transportation for investing in safer, smoother roads for the Bronx by completing this important repair work on the Westchester Avenue, Rosedale Avenue, and Castle Hill Avenue ramps in our district. This progress will be felt every day by the thousands of families who live alongside this highway. This is a welcome first step, and one worth building on. Our community looks forward to the continued investment needed to reduce the health impacts of pollution from this highway, and ultimately, to cap the Cross Bronx Expressway.”

With damaged pavement repaired, concrete panels replaced, and drainage and roadway shoulders upgraded, this project represents a meaningful investment in the safety, mobility, and quality of life of our community.”

Bronx Borough President Vanessa L. Gibson said, "I am grateful that crucial repairs have been made to the Cross Bronx and Brooklyn-Queens Expressways, ensuring the safety of thousands of drivers who rely on them to get to their destination. Thank you to the New York State Department of Transportation for continuing to prioritize the repairs of our major thoroughfares as well as the modernization of our city’s aging transportation infrastructure." 

New York City Council Member Amanda Farias said, “Keeping the infrastructure we already depend on safe and in good condition is exactly where our transportation dollars should be going. The Cross Bronx carries an extraordinary amount of traffic every day, and deterioration on its ramps and roadway affects both the reliability of the corridor and the communities that live alongside it. I appreciate Commissioner Dominguez and NYSDOT for making these repairs, including work at Castle Hill Avenue and Rosedale Avenue in District 18, and for investing in the basic infrastructure improvements needed to keep New Yorkers moving safely.”

New York City Council Member Justin Sanchez said, “Taking care of this issue today will prevent larger, more expensive problems in the future. I’m looking forward to seeing this new project finished on time and on budget with minimal impact on neighbors.”
